The class A business center is located in the very center of St. Petersburg, on the Moika River embankment, within walking distance of historical and business buildings — St. Isaac's Cathedral, the Legislative Assembly of St. Petersburg (ZAKS), the Constitutional Court of Russia, and the Mariinsky Theater.

The Kollegiya business center building includes two combined multi-story blocks: a historical building overlooking the Moika River embankment, and a modern building adjacent to it. Together, both buildings form a closed courtyard space. The historic 3-story building is called the "State Control House" and is a designated cultural heritage site.

In 1963, the historic building underwent major renovations, including a redesign of the premises. In 2012, it was reconstructed, including major repairs to the walls and façade and a roof replacement. The new building, built in 2014, is a modern 7-story structure with an integrated underground parking garage for 120 cars, two spacious atriums, and terraces overlooking the Moika River embankment on floors 5-7. The business center is equipped with modern ventilation, air conditioning and heating systems, silent elevators, security systems, video surveillance and access control.

Due to the proximity of major highways - Voznesensky, Nevsky, Moskovsky Prospekts, as well as Blagoveshchensky (Lieutenant Schmidt Bridge) and Palace Bridges, you can quickly get from the business center by car to Pulkovo Airport, the seaport of St. Petersburg, the resort area and other areas of St. Petersburg. Convenient access to the business center building is provided both from the Moika River embankment and from Pirogov Lane and Fonarny Lane.
